I knew what it was pretty much immediately, but I was a hairdresser back in the day. Plus, I think I remember my grandmother cutting my hair with something not unlike this weird contraption when I was but a wee child.

It is in fact an adjustable razor comb, for cutting and texturising hair! Congrats to Eva who got it spot on! You lot obviously have more knowledge of scary looking hair tools than I do.
